Russian Foreign Minister Sergey Lavrov made evaluations regarding the possibility of Turkey transferring the Russian-made S-400 missile defense systems in its possession to a friendly country, during a press conference held on the sidelines of the United Nations General Assembly in New York.

Conditional Green Light from Moscow for S-400 Transfer

Russian Foreign Minister Sergey Lavrov stated that Moscow could approve the possibility of Turkey transferring the S-400 missile defense systems to another country.

It was emphasized that for this approval, Moscow's explicit consent would be sought and strict guarantees must be obtained that the systems will not be re-transferred to third countries.

Assurances Sought to Prevent Transfer to Ukraine

Lavrov stated that such a possibility could be evaluated if the potential buyer country is responsible and maintains friendly relations with Russia.

In addition, it was specifically noted that securing assurances that the systems would not later be sent to third parties, such as Ukraine, is a requirement.

The S-400 Process Between Ankara and Washington

Turkey purchased the Russian-made S-400 systems in 2019, a development that led Washington to remove Ankara from the F-35 fighter jet program and implement CAATSA sanctions.

While the United States adopted a more open stance regarding Turkey's return to the F-35 program in 2026, the potential transfer of the S-400s is of importance in resolving this contentious process.
