As the Houthis in Yemen advance toward strategic locations threatening regional trade, they have constructed a massive, sanctions-evading network worth billions of dollars through ports, taxes, Iranian oil, and international facilitators.

A Financial Network Threatening Global Trade

Moving rapidly toward critical maritime passages such as the Bab el-Mandeb Strait, the Houthis have transformed from a local rebel group into a powerful regional actor threatening global trade.

To finance their operations, the group actively utilizes ports, trade routes, tariffs, Iranian oil, informal hawala networks, and cryptocurrency exchanges.

Revenue Exceeding Two Billion Dollars Annually

According to experts, while the Houthis are not entirely immune to sanctions, they have adapted to them and generate significant earnings from domestic revenues.

Alongside domestic revenues generated from points such as Hodeidah and Ras Isa, the group generates more than two billion dollars a year in revenue from oil sales, according to Treasury estimates.

Deepening Relations with Global Actors

The Houthis' financial network extends as far as countries that are rivals to the United States, such as Russia and China.

While support including targeting data and oil transfers is received from Russia, China plays a vital supply chain role for drone components and satellite imagery.

Humanitarian and Structural Challenges in the Struggle

Although the U.S. Department of the Treasury strives to combat illicit financing channels, dismantling this network involves highly complex challenges.
