The UK Council for Science and Technology has submitted an official advice letter and report to AI Minister Kanishka Narayan to build and direct the country's own artificial intelligence capacity.
The letter, announced to the public by the Council for Science and Technology on October 19, 2026, is dated July 30, 2026. The document features the signatures of Council co-chairs Dame Angela McLean and Lord Browne of Madingley.
In the letter, AI sovereignty was defined as having sufficient freedom of movement at every stage of the value chain to enable the UK to achieve its preferred outcomes, generate economic and public value, and maintain resilience under adverse conditions. In this direction, a total of four main recommendations were presented: mapping the ecosystem, pilot applications and governance, skills, data, and a sovereign foundational model.
