Under Resolution No. 57, the Hanoi administration aims to measure science, technology, and digital transformation targets through concrete products and verifiable activities. As part of the simplification of administrative procedures, Hanoi restructured 1,557 out of a total of 1,721 procedures, achieving a success rate of 90.5%. Thanks to the system integrated with the National Public Service Portal, 1,608 procedures are offered completely online to citizens.

Digital Infrastructure and Access

While private data transmission networks were established for 126 communes and wards across the city, high-speed internet access was provided to 99% of the population with more than 7,000 5G base stations. The iHanoi application reached over 6.2 million verified users, placing it at the center of digital services.

Economic Contribution and Targets

According to 2026 data, the contribution of science, technology, and digital transformation to the city's GDP is expected to reach the level of 22.85%. The share of the digital economy in total GDP is projected to be 16.7%.

Challenges Faced and Solutions Sought

Limitations are experienced in the processes of technology trade and the commercialization of research results. Businesses' difficulties in accessing experts and their hesitations about taking risks are among the main obstacles slowing down investment processes.

Future Period Planning

The Hanoi administration will focus on supporting innovative startups and conducting controlled trials in the last quarter of 2026. The second phase of the common data warehouse covering approximately 80 databases is targeted to be completed by December 31, 2026.
