Circular on the 2027-2029 Public Investment Program Preparations Published in the Official Gazette
According to the new investment period circular covering fiscal discipline and austerity measures, new projects will be excluded from the program except in mandatory cases.
The Circular on Public Investment Program Preparations for the 2027-2029 Period, signed by President Recep Tayyip Erdoğan, has entered into force after being published in the Official Gazette.
Publication of the Circular
The official circular regarding the investment program preparations for the 2027-2029 period was announced to the public in the Official Gazette with the signature of President Recep Tayyip Erdoğan.
Twelfth Development Plan
It was stated that the Twelfth Development Plan is being decisively implemented during the 2024-2028 period in order to raise the welfare level of citizens.
Basic Priorities and Fiscal Discipline
The goals are to ensure sustainable growth, protect price stability by reducing inflation, achieve savings in public expenditures, and strengthen fiscal discipline.
New Project Restrictions
Maximum savings will be ensured in public investment expenditures, and no new projects will be included in the 2027 Public Investment Program except under mandatory circumstances.
Existing Capital and Maintenance
Great importance will be attached to maintenance and repair works in order to utilize the existing public fixed capital stock at maximum capacity and increase efficiency.
Notification via the KaYa System
Organizations are required to submit their investment proposal changes to the Presidency of Strategy and Budget through the Public Investments Information System (KaYa).
