Within the scope of the 2026 external financing program, the Ministry of Treasury and Finance borrowed $1.5 billion through a dollar-denominated ESG bond issuance maturing in 2037, collecting more than 3 times the demand for the issuance.

Details of the ESG Bond Issuance

Within the framework of the 2026 external financing program, the Ministry of Treasury and Finance carried out a dollar-denominated sustainable bond issuance maturing in 2037. As a result of this transaction, a total borrowing of $1.5 billion was secured.

Interest and Maturity Rates

While the coupon rate of the sustainable bond maturing on January 30, 2037, was set at 7.500 percent, the yield rate materialized at the level of 7.650 percent.

Investor Demand and Allocation

According to the Ministry's statement, more than 100 investors participated in the issuance, showing demand exceeding three times the issuance amount. Thirty-two percent of the bond was allocated to investors in the United Kingdom, 30 percent in the USA, 25 percent in Turkey, 9 percent in other European countries, and 4 percent in other countries.

Account Entry Date and Mandate

It was reported that the issuance amount will enter the accounts on September 30, 2026. On the other hand, BNP Paribas, Citibank, ING Bank, and J.P. Morgan had been mandated for the bond issuance on September 23, 2026.

International Markets and Total Financing

The bond in question holds the distinction of being the second ESG bond issued by the Treasury in international capital markets, and is recorded as the first ESG bond issued since 2023. With this issuance, the total financing provided from international capital markets in 2026 reached $12.2 billion.
