In a statement made by the Privatization Administration, it was reported that the sale of public assets is out of the question in highway and bridge privatizations, and a model is being considered that envisages the transfer of operating rights for a certain period on the condition that ownership remains with the state.
Transfer of Operating Rights is Essential
The Privatization Administration announced that in the studies carried out regarding the privatization of highways and bridges, ownership will remain in the hands of the state and only the operating right will be transferred for a certain period.
Transparent and Compliant Preparations
Technical, legal, and financial preparation processes for the highways and bridges under the General Directorate of Highways are being carried out in full coordination with relevant institutions, transparently, and in compliance with regulations.
Emphasis on Service Quality and Efficiency
It was emphasized that the primary priority in this model is not generating revenue; rather, the aim is to raise service quality on highways, accelerate maintenance and investments, and increase operational efficiency.
Difference Between Revenue and Profit
It was stated that the annual figure of 600 million dollars expressed in public opinion is revenue, not profit, and half of this figure goes to maintenance and repair expenses, while personnel and renewal expenditures are also among the costs.
New Highways Included in the Scope
With the presidential decree published in the Official Gazette, certain sections of the Niğde-Pozantı Highway, Gaziantep Ring Road, and Bursa Ring Road were included in the privatization scope and program.
Thirty-Year Contract Duration
The duration of the privatization contracts planned for the highways included in the privatization scope was determined as thirty years, and the work is being carried out accordingly.
