Support from Real Estate Sector for Rental Agreements via e-Government
The Ministry of Treasury and Finance's efforts to make rental agreements mandatory are welcomed by industry representatives.
While ongoing efforts by the Ministry of Treasury and Finance aim to make the preparation of rental agreements through the e-Government Gateway mandatory, real estate sector representatives and consumer associations view the practice positively in terms of preventing unregistered activities.
Development and Process of the Application
The Ministry launched the first phase of the service enabling secure preparation of rental agreements for tenants and landlords via e-Government on November 4, 2024.
The second phase of the application was implemented on May 9, 2025, providing real estate consultants and authorized individuals with the opportunity to prepare agreements as well.
Positive Approach from the Sector and Associations
Real estate sector representatives and consumer associations find the mandatory implementation of this practice positive.
It is stated that this step is important in terms of preventing unregistered activities, stopping unauthorized rentals, and enabling parties to keep their contract records more transparently.
Prevention of Fake Agreements
Hakan Akdoğan, Chairman of the General Association of All Entrepreneurial Real Estate Consultants, stated that fake agreements can be easily prevented once the system becomes mandatory.
He also emphasized that it will be possible to verify whether the landlord is the actual owner, contracts will not be lost, and both the parties and the rental fee will be recorded.
Transformation of Trust and Transparency
Mustafa Kemal Şahin, President of the Real Estate Marketing and Sales Professionals Association, emphasized that the application will provide a significant transformation in the rental market in terms of trust, transparency, and formal registration.
Drawing attention to the importance of conducting transactions through a centralized and secure infrastructure, Şahin stated that generating barcoded and time-stamped documents will be effective in preventing disputes.
Digital Process and Need for Information
Levent Küçük, Chairman of the Consumers Association, stated that conducting rental agreements digitally is important.
However, noting that this might be a difficult process for segments that cannot use the internet or are above a certain age, he underlined that the public needs to be informed about the use of e-Government.
