Within the framework of the New Medium-Term Program covering the years 2027-2029, it has been decided to deepen capital markets, develop financial technologies, increase the use of the domestic card scheme TROY, and take steps regarding the digital Turkish lira.

Development of Capital Markets

It was stated that the regulatory framework will be reviewed to increase the efficiency of capital markets, and markets will be deepened through updates to be made in equity markets.

Investor Risk Center to Be Established

An Investor Risk Center will be established and an Investor Risk Tracking System will be created for the holistic monitoring of risks stemming from investors and investment institutions in capital markets, as well as for early warning purposes.

Digital Turkish Lira and Financial Technologies

It is aimed to complete the infrastructure studies for the introduction and expansion of the digital Turkish lira by addressing its economic, legal, and security dimensions.

TROY and Payment Systems

Studies will be carried out to increase the widespread use of the domestic and national card scheme TROY in card payments, and the prevalence of data-sharing services in payment services will be increased.

Crypto Asset Regulations

It was stated that the procedures and principles regarding the issuance of capital market instruments as crypto assets and their dematerialized tracking will be determined.
