Budget Resources Transferred to City Hospitals on the Agenda
Massive payments transferred from the Ministry of Health budget to the contractors operating city hospitals continue to hold a significant place in the budget.
While 111.1 billion TL was transferred from the Ministry of Health budget in 2025 to city hospitals established under the Build-Operate-Transfer and Public-Private Partnership models, this figure reached 100.7 billion TL in the first eight months of 2026.
Heavy Burdens Placed on the Budget
Build-Operate-Transfer and Public-Private Partnership models have brought serious financial burdens to the public budget in many areas, from education to health.
Due to heavy contractual obligations, a significant portion of public resources is directed toward these projects.
Expenditures in 2025 and 2026
It was calculated that a total of 111 billion 100 million 278 thousand TL in resources was transferred in 2025 to the contractors operating 18 city hospitals in Turkey.
The Ministry of Health made an expenditure of 100 billion 778 million 409 thousand TL within the scope of city hospital activities in the January-August period of 2026.

It was determined that the expenditures made from the Ministry of Health budget for city hospitals surpassed seven out of ten expenditure items under the heading of treatment services.
