The Ministry of Finance has announced its new plan aiming to bring more than 95.5% of the population under health insurance coverage by 2026 and achieve universal health insurance coverage by 2030. Within the scope of the plan, gradual adjustments will be made to premiums and fund management will be strengthened.

The Ministry of Finance aims to bring more than 95.5% of the population under health insurance coverage by 2026 and to reach universal health insurance coverage by 2030. In this direction, it is aimed to encourage participation by focusing on family-based health insurance coverage.

Premium Adjustments and Support Programs

One of the striking aspects of the plan is that, in parallel with the expansion of health insurance benefits and coverage levels, a gradual increase in premiums will be made starting from 2027. The adjustment of contribution rates will be implemented alongside increased premium subsidies for near-poor households, individuals with disabilities, and vulnerable groups.

Fund Management and Digital Transformation

The plan calls for strengthening the management and efficient utilization of the Health Insurance Fund, as well as the transparent and scientific auditing of medical examination and treatment expenses. Additionally, digital transformation, big data, and artificial intelligence have been identified as key tools to enhance administrative efficiency.
