Phu Tho province is implementing comprehensive solutions to ensure a one hundred percent student health insurance participation rate for the 2026-2027 academic year.

Health Insurance Targets and Inter-Agency Cooperation

Phu Tho province has taken action to ensure full student participation in health insurance at the start of the new academic year. The Social Security Agency is working in coordination with the Education and Health sectors to determine targets and identify uncovered groups.

Student Awareness and Information Campaigns

An awareness campaign was organized for students in collaboration with the Phu Tho Medical and Pharmaceutical College and the Provincial Social Security Agency. During the event, students' questions regarding their rights, obligations, and the VssID application were answered.

Past Period Data and Coverage Rate

In the 2025-2026 academic year, 825,647 students across the province participated in health insurance, reaching a rate of 99.5 percent. Approximately 43.5 percent of the students had their premiums paid or subsidized by the state.

Non-Participating Segment and Barriers

The 0.5 percent segment that has not yet joined insurance includes students from vocational schools, universities, and various other schools. Gaps in legal regulations and the lack of deterrent penalties prevent the participation rate from reaching one hundred percent.

Strategic Decisions Taken for the New Period

The Provincial Social Security Agency will assign a one hundred percent participation target to schools for the 2026-2027 period. By decision of the Provincial People's Committee, the Ministry of Education and Training has been tasked with developing a plan to maintain these rates.
