Health insurance coverage expanded and routine check-ups covered by the fund
A new draft prepared by the Ministry of Health stipulates that periodic health check-ups, especially for disadvantaged groups and the elderly, will be included under the fund's scope.
The Ministry of Health is drafting a new circular that envisages the inclusion of periodic health check-ups within the scope of the Health Insurance Fund. With this regulation, routine check-ups for certain groups such as the elderly, people with disabilities, and students are aimed to be covered by the fund.
Scope and Details of the Draft Circular
The Ministry of Health is preparing a draft Circular that determines the conditions, payment levels, and technical services list for periodic health check-ups under the Health Insurance Fund. This regulation aims to expand the benefit coverage for participants.
If approved, the draft will directly integrate periodic health check-ups for specific groups into the Health Insurance Fund's payment mechanism, and services will be provided at medical facilities or mobile units.
Groups to Benefit from the Fund's Coverage
According to the draft, insured persons whose periodic health check-up expenses will be covered include the elderly, people with disabilities, individuals from poor households, and individuals with chronic diseases.
Additionally, citizens living in mountainous regions, areas with difficult socio-economic conditions, island municipalities, and ethnic minorities are also included in this scope.
Maximum Fee Limits by Age Groups
The Ministry of Health proposes that the Health Insurance Fund cover the cost of a maximum of one routine health check-up per person per year.
For individuals over eighteen years of age, the cost of routine check-ups will not exceed a maximum limit of 350,000 VND per person annually.
For individuals between six and eighteen years of age, the proposed maximum fee is 250,000 VND per person annually, while this amount is set at 200,000 VND for children under six years of age.
State Subsidies for the Year 2027
One of the steps planned to be implemented in the upcoming period is the increase of state supports. Starting from the year 2027, it is envisaged that at least seventy percent of the premiums for students will be covered from the state budget instead of a minimum of fifty percent.
It is proposed that one hundred percent of the premiums for mildly disabled individuals from near-poor households be covered, and at least eighty percent for other near-poor individuals.
