Health Insurance Law Amendments and Fund Sustainability
While the health insurance coverage is being expanded, rising costs and an aging population make the sustainability of the fund critical.
While the amendments made to the Health Insurance Law significantly expand patient rights and coverage, the financial sustainability of the fund and effective cost control are of great importance.
Expansion of Health Insurance Coverage
The amendments made to the Health Insurance Law significantly increase the benefits provided for patients. Starting from July 1, 2026, policies will continue to be regulated in a way that strengthens participants' access to healthcare services.
Reimbursement Rates for Treatment Expenses
In certain cases, a portion of the expenses for outpatient and inpatient treatments that patients undergo on their own initiative is covered by the Health Insurance Fund. Treatments at the initially registered facility are fully covered.
Full Coverage for Special Groups
Starting from January 1, 2026, the health insurance coverage rate has been increased to 100 percent for individuals belonging to households close to the poverty line and citizens aged 75 and over receiving social pension benefits.
High-Cost Treatment Cases
According to the Health Insurance Evaluation System statistics, the fund has covered medical treatment expenses amounting to billions of VND. High-amount reimbursements have been carried out in Hanoi, Quang Ninh, and Son La.
Cost Control and Increasing Pressures
As of June 2026, the health insurance coverage rate has reached 96.91 percent. An aging population and new technologies create additional pressure on expenditures.
