It was emphasized that pre-inspections should be reduced and post-inspections strengthened in order to improve the quality of healthcare workers' education and professional technical certification.
Inspection Findings in Educational Institutions
As a result of the inspections, the Ministry of Health found that some training units only engaged in superficial activities. This situation directly affects the quality of human resources in healthcare services within the field of technical and vocational training.
The health insurance agency also identified certain training certificates that did not comply with regulations. These negative issues undermine the qualification of human resources and the institutional reputation of healthcare organizations.
Workshop and Joint Approach
On September 26, the Ministry of Health organized a workshop in cooperation with Military Hospital 175 in Ho Chi Minh City. The meeting addressed ensuring the quality of continuing education and professional technical certification.
Officials underlined the need to adopt a unified approach between the ministry and local governments in implementing regulations.
Balance of Autonomy and Responsibility
It was stated that while units have the autonomy to organize training in accordance with guidelines, this does not mean the freedom to completely fail to meet the criteria.
It was emphasized that autonomy is about ensuring proper implementation and that units must be held fully responsible for quality.
Pre-Inspections and Post-Inspections
It was stated that pre-inspections should be reduced and post-inspections strengthened. Institutions are expected to fulfill their accountability responsibilities.
As of October 2026, it was requested that continuing education and technical vocational activities be corrected to prevent regulatory violations.
Conditions of Application and Certification
It was announced that healthcare organizations that have not previously applied a technique are not permitted to provide training for that technique. Organizations are required to meet conditions such as case volume and equipment.
It was specifically stated that a certificate verifying training outcomes does not automatically grant the right to apply the technique at any facility.
