Purpose and Scope of the Workshop
The Department of Science, Technology and Training under the Ministry of Health, in coordination with the Legal Department and Military Hospital 175, held a workshop aimed at ensuring the quality of education and professional certification for healthcare workers.
Superficial Activities in Educational Institutions
Speaking at the workshop, Dr. Nguyen Ngo Quang, Director of the Department of Science, Technology and Training, stated that some educational institutions still operate in a superficial and formalistic manner, which directly affects the quality of human resources.
Autonomy and Inspection Processes
Dr. Nguyen Ngo Quang drew attention to decentralization and autonomy policies, stating that autonomy is not the same as lawlessness, and that units must properly apply criteria and standards.
While gradually eliminating prior approval procedures, the health sector will increase compliance responsibilities and further strengthen post-approval inspection mechanisms.
Emphasis on Practical Skills and Certification
Dr. Nguyen Van Vinh Chau, Deputy Director of the Ho Chi Minh City Department of Health, emphasized that specialized technical training must definitely be linked to practical skills and that certification alone does not grant practice authorization.
Success Criteria of Training
Major General Dr. Tran Quoc Viet, Director of Military Hospital 175, stated that the success of training cannot be measured by the number of trainees, and that the real metric should be whether the personnel possess safe and independent competence.
