The Ministry of Health announced the health policies to be implemented in the fourth quarter of 2026, bills amending six laws, and increases in personnel allowances at a press conference held in Hanoi.

Purpose of the Press Conference

During the meeting held in Hanoi on October 1, the Ministry of Health provided information on the development of exemplary health policies for the fourth quarter of 2026.

This period has been designated as the most intensive period for completing the institutional framework of the Politburo's resolution on the protection of public health.

Simultaneous Amendments to Six Laws

The bill amending various laws in the healthcare sector foresees changes to the laws on Medical Examination and Treatment, Pharmaceuticals, Health Insurance, Children, Persons with Disabilities, and the Elderly.

The drafts are expected to be submitted at the 2nd Session of the 16th National Assembly.

Medical Examination and Pharmaceutical Regulations

The draft Medical Examination and Treatment Law focuses on the reorganization of organizational forms and the decentralization of licensing for specialized techniques.

Additionally, the rule requiring the approval of specific prices for each unit was removed, and a general price regulation based on professional levels was introduced.

Other Bills and Proposals

In the bill concerning children, business conditions related to protection services were removed and transferred to standards and guidelines.

The ministry also addressed the Food Safety Law and organ transplantation laws while proposing a ban on electronic cigarettes under the tobacco law.

Allowance Increases and Social Assistance

In line with the decrees, the standard social assistance allowance was increased to 540,000 VND per month.

Professional incentive allowances for primary healthcare workers and emergency response personnel were increased by 70 to 80 percent.
