Minister of Health Dao Hong Lan responded to a proposal from voters in Phu Tho province regarding the establishment of allowances and fringe benefits for department heads and deputy heads at commune and ward health centers.

Voter Proposal and Ministry's Response

Minister of Health Dao Hong Lan responded to the proposal to establish an allowance and fringe benefit system for department heads and deputy heads at district-level health centers in order to attract and motivate qualified doctors, pharmacists, and medical personnel to these facilities.

Voters in Phu Tho province reported that following the reorganization of the structural framework of district, ward, and special zone health centers under Ministry of Health Circular No. 43/2025, departments were established and appointments were made, but there is no allowance regulation for these positions.

Current Allowance Status and Local Government Authorities

Minister of Health Dao Hong Lan stated that district-level health centers are not graded units, and that center directors receive a positional allowance coefficient of 0.3, while deputy directors receive 0.2.

She stated that there are two documents regarding leadership titles and positions at commune-level health centers that local authorities can review and implement.

Relevant Regulations for Implementation

Regarding leadership titles and positions at commune-level health centers, there are Politburo Regulation No. 368-QD/TW and Government Decree No. 07/2026.

The Ministry of Health requests that local authorities base their decisions on the actual organizational model, make assignments, carry out authorized appointments, and review and implement the aforementioned regulations within their jurisdictions.
