Step by Step Toward the Goal of 100 Percent Student Health Insurance Coverage
The student health insurance participation rate in Vietnam rose to 99.39 percent as of the end of June 2026, and the full coverage goal continues to be pursued.
As the 2026-2027 academic year approaches, the rate of students participating in health insurance in Vietnam has reached the 99.39 percent level. With the increase in state support, efforts continue toward the goal of full coverage.
Current Status of Health Insurance
Ahead of the 2026-2027 academic year, as of June 30, 2026, the rate of students participating in health insurance reached 99.39 percent. This rate establishes a favorable foundation for progressing toward the 100 percent coverage goal.
History and Development of the Policy
The student health insurance policy was initiated as a pilot program starting from the 1994-1995 academic year. Over more than three decades, the legal framework, scope, and provided benefits have been gradually improved.
Increase in State Support
According to the health insurance law, students receive support from the state budget for their premiums. The state support rate for student health insurance premiums was increased from a minimum of 30 percent to a minimum of 50 percent.
Rise in Participation Rates
While in the 2023-2024 academic year over 19.1 million students participated, reaching a rate of approximately 97.8 percent, by the end of June 2026 this number rose to 21.55 million and 99.39 percent.
Utilization of Health Services
In the first six months of 2026, the number of students utilizing medical examination and treatment under health insurance coverage was 3,527,625. Reimbursements totaling 1,807.2 billion VND were claimed from the Health Insurance Fund.
Future Goals and Coordination
Vietnam Social Security Deputy General Director Nguyen Duc Hoa stated that the simultaneous participation of all levels and sectors must continue in order to ensure 100 percent student participation in health insurance.
