Transition from paper-based processes to data-driven verification in the health insurance system

The Ministry of Health is drafting amendments to Decree No. 188/2025/ND-CP with the aim of eliminating the obligation for citizens to resubmit information already available in state databases and digitizing administrative processes. The new model aims to reduce dependence on paper documents and transition to a system based on electronic data and verification.

Digital Transformation and Draft Preparations

The Ministry of Health is finalizing regulations to reduce the obligation to submit or resubmit documents if citizens' information is already available in the database. Within this scope, the use of electronic data is being expanded in social assistance, medical examination, treatment, payments, and health insurance claims.

Current Decree and Encountered Challenges

Following the implementation of Decree No. 188/2025/ND-CP detailing the implementation of certain articles of the Health Insurance Law, many policies were put into practice. However, during the digital transformation process, challenges arose, such as citizens being forced to re-provide information that state agencies already possess.

New Approach in Management Method

According to statements by Tran Thi Trang, Director of the Health Insurance Department at the Ministry of Health, the draft focuses on areas such as the financing of basic healthcare services, contribution rates, health insurance cards, contracting procedures, direct reimbursement of expenses, and fund management. This revision aims to change the management method, shifting from excessive reliance on paper documents to an approach based on data verification.

Electronic Identification and Integration Process

The use of electronic identification and digital data has been implemented in many areas through VNeID, chip-based ID cards, and electronic health records. Vu Manh Ha, Standing Deputy Minister of Health, emphasized that the regulations must ensure consistency and applicability while drawing attention to the importance of inter-agency data integration and transparency.
