California Governor Gavin Newsom signed new laws on Wednesday aimed at protecting workers from artificial intelligence risks such as job loss and surveillance. Under the regulations, biometric emotion estimation and AI-based layoff decisions are prohibited, while written notification is made mandatory for mass layoffs.

Artificial Intelligence Regulations

New laws aimed at protecting workers from artificial intelligence threats in California were signed on Wednesday. These regulations prohibit employers from using technology to predict employees' emotional states through biometric data.

Additionally, employers are prevented from making decisions to fire someone based on artificial intelligence, and sending written notification to workers has become mandatory in mass layoffs where artificial intelligence is responsible.

Governor Newsom's Statements

Democratic Governor Gavin Newsom stated at the signing ceremony that artificial intelligence should expand opportunities, but this should not come at the expense of workers and families. He emphasized that as working life is reshaped by this technology, California is putting people at the center.

Criticism of the Federal Administration

Governor Newsom criticized the federal administration for failing to pass comprehensive federal artificial intelligence regulations at a time when industry leaders are warning about the risks of the technology. He stated that they must do much more in cases where leadership at the federal level is lacking.

Additional Legislative Steps

Governor Newsom also signed a law this month requiring artificial intelligence chatbot operators to conduct risk assessments before release. Furthermore, he issued an executive order requiring state agencies to consult experts to increase oversight over the technology.
