Commercialization Rate of Science and Technology Products Remains Low

At a workshop held in Hanoi, it was announced that despite the legal autonomy of research institutions, the actual commercialization rate of scientific and technological products remains at only around 1.5 percent, and a large gap persists between the laboratory and the market.

Legal Framework and Autonomy

Despite the legal framework expanding the autonomy of research institutions, the gap between laboratories and the market continues to remain very large. The actual commercialization rate of scientific and technological products can only reach approximately the 1.5 percent level.

This situation was shared with participants at the Connecting Technology and Innovation workshop held in Hanoi, where it was emphasized that the existing legal system is relatively complete.

Legal Regulations and Benefit Shares

According to Pham Viet Hong, Deputy Director of the Innovation Department, the legal system related to intellectual property allows leading organizations to independently determine prices.

The 2025 Law on Science, Technology, and Innovation stipulates that in the event of the commercialization of research results, the author is entitled to at least 30 percent of the profit, and the intermediary organization to at least 10 percent.

Ministry Review and Data

A review conducted by the Ministry of Science and Technology across 34 provinces and cities showed that as of 2025, 751 projects and 728 science and technology products had been applied.

Although there are another 280 products planned for implementation in 2026, the number of research results advancing to the commercialization stage remains quite limited.

Obstacles on the Path to Commercialization

At the forefront of the obstacles to the commercialization of research products are confusions regarding valuation and ownership determination. Furthermore, it was stated that research does not fully align with real-world needs.

The inability of businesses to proactively participate in risk-sharing processes, weak market infrastructure, and the inadequacy of intermediary organizations constitute other significant barriers.

Triple Connection Model for Solutions

It was emphasized that the most important solution to bridge the gap between the laboratory and the market is the implementation of a triple-party connection model.

This model aims to establish strong cooperation among the State, institutes, universities, scientists, and businesses.
