Comprehensive Artificial Intelligence Agreement Between OpenAI and GSA for the Public Sector
OpenAI and the U.S. General Services Administration are expanding access to artificial intelligence tools through a new agreement covering 23 million public employees. By eliminating licensing fees and cutting usage costs in half, this collaboration aims to strengthen cyber defense capabilities.
OpenAI and the U.S. General Services Administration (GSA) have signed a new multi-year collaboration encompassing federal, state, local, and tribal governments. Set to begin on October 1, 2026, and run through the end of 2028, the agreement provides approximately 23 million public employees with cost-effective access to artificial intelligence tools.
Access and Cost Advantages
Under the new agreement, the monthly user license fee of 15 dollars has been completely eliminated. In addition, a 50 percent reduction in artificial intelligence usage costs will be applied for all public institutions.
This arrangement expands access, which was previously limited to the federal level, to include state, local, and tribal governments as well.
Cyber Defense and Security
The agreement provides dedicated support to cyber defense teams protecting critical infrastructure. All verified public institutions will be able to obtain access to cyber security-focused Daybreak Blue at discounted prices.
Institutions will also be able to use Daybreak Red access to identify security vulnerabilities and conduct red teaming operations.
Efficiency in Public Services
Pilot studies conducted last year demonstrated that artificial intelligence provides significant efficiency gains in public services. For instance, the Georgia Department of Revenue reduced its tax form digitization process from two weeks to 15 minutes.
Meanwhile, the Lawrence Livermore National Laboratory achieved significant time savings by reducing its fusion research modeling process from months to the level of hours.
Implementation and Support Process
OpenAI will offer training and technical support through the Government Academy to enable public employees to use artificial intelligence effectively. In addition, practical supports such as spending controls and FinOps guidance will be provided.
In services offered via ChatGPT Enterprise, institutional data will not be used for training the models, and data privacy will be guaranteed.
