New Legal Steps for Science and Digital Transformation in Vietnam

At a national conference held in Vietnam, it was emphasized that Resolution No. 57-NQ/TW must be rapidly implemented and a new policy created in the fields of science, technology, and digital transformation.

National Conference and Call

Important assessments were made at the National Conference on Breakthroughs in Science, Technology, Innovation, and Digital Transformation held on January 13, 2025.

General Secretary and President To Lam stated that the country is facing a major opportunity for a rise and called for the rapid implementation of Resolution No. 57-NQ/TW.

New Legal Regulations

Chu Thuc Dat, Deputy Director of the Innovation Department under the Ministry of Science and Technology, stated that the new legal system opens up a broad and flexible policy space.

Various legislative regulations have been put into practice for the integration of science, technology, and innovation into production and daily life.

Legislative Amendments

Within this scope, the Law on Science, Technology, and Innovation No. 93/2025/QH15 was enacted.

Additionally, regulations such as the Intellectual Property Law No. 131/2025/QH15 and the Technology Transfer Law No. 115/2025/QH15 were also implemented.

Commercialization and Financing

Thanks to the new regulations, the process of commercializing research results has been facilitated.

Furthermore, financing mechanisms were improved to support businesses' participation in innovation processes.

Local Targets and Growth

Provincial Party Committee Secretary Tran Van Lau drew attention to the local importance of the process.

It was emphasized that science, technology, and digital transformation must form the basis for the province to achieve its GDP growth target.
