Periodic Job Rotation Regulation for Local Science and Technology Employees
With the newly issued circular, it has become mandatory for eleven groups of civil servants working in the field of science and technology in local administrations to periodically relocate every two to five years.
Signed by the Minister of Science and Technology, the new circular mandates a 2 to 5-year periodic job rotation for civil servants and public employees working at the local level. Covering eleven different job groups, the regulation will enter into force on October 15, 2026.
Scope and Purpose of the Circular
Circular No. 52/2026/TT-BKHCN, signed and issued by the Minister of Science and Technology, determines the procedures and principles regarding job rotation in institutions and units at the local government level.
This regulation applies to civil servants who do not hold leadership or management positions and public personnel directly working on state administration affairs related to science and technology.
Rotation Duration and Commencement
The periodic rotation period determined for the relevant workforce will be applied as a minimum of 2 and a maximum of 5 years. The start of the rotation period is the effective date of the assignment document issued by the competent authorities.
Eleven Position Groups Included in the Scope
According to the circular, the main professional fields subject to mandatory periodic rotation include the evaluation of scientific projects, technology transfer, and intellectual property.
Additionally, positions in the fields of atomic energy, standards, postal sector, digital technology, artificial intelligence, telecommunications, and radio frequencies are also included within these eleven groups.
Effective Date and Official Process
Circular No. 52/2026/TT-BKHCN concerning local-level science and technology civil servants will officially enter into force and begin implementation on October 15, 2026.
