The 2026 Science, Technology, Innovation, and Digital Transformation Forum, organized by the Quang Ninh administration, addressed key challenges in the city's new development phase. Experts shared solution proposals regarding green transformation, climate change, and data-driven planning.
Purpose and Scope of the Forum
The event, launched by the Quang Ninh administration on the morning of September 23, directly addressed the key challenges facing the city. Valuable contributions were made in areas such as science, technology, innovation, and digital transformation.
Participants discussed ways to leverage Quang Ninh's advantages across a wide range of fields, from planning to human resource development, and from competitiveness to climate change.
Natural Capital and Resilience Infrastructure
Prof. Dr. Ho Tu Bao from the Institute for Advanced Research in Mathematics emphasized that the city should develop based on its natural capital. Optimizing environmental activities and planning resilience infrastructure were called for.
Additionally, it was stated that sensor networks and satellite monitoring systems should be established to protect environmental flows.
Climate Change-Resilient Urban Infrastructure
Assoc. Prof. Dr. Luu Duc Hai, Director of the Urban Research and Infrastructure Development Institute, suggested developing infrastructure according to three spatial types: coastal, island, and mountainous.
It was stated that implementing nature-based solutions and the sponge city model is of great importance.
Opportunities for Green and Digital Transformation
Dr. Nguyen Dac Binh Minh, Deputy Director of the Applied Technology Institute under the Ministry of Science and Technology, noted that green and digital transformation are linked with innovation.
It was shared with participants that this integration creates brand-new development opportunities for Quang Ninh.
Data-Driven Planning and Digital Twin
Do Hoang Hoanh, Deputy Director of the Quang Ninh City Construction Department, noted that planning needs to move away from paper.
It was conveyed that processes should be shifted to a data-driven platform and that Digital Twin technology and artificial intelligence should be actively utilized.
