Resolution No. 27-NQ/TW Takes Effect in the New Development Era

On behalf of the Politburo, General Secretary and President To Lam signed and promulgated Resolution No. 27-NQ/TW dated August 28, 2026, on regional development and the organization of the national development space in the new era.
Regional Development
The Politburo resolution has identified the renewal of the growth model, the strengthening of regional ties, and the effective exploitation of new development spaces as essential requirements.
Economic Transformation Areas
The resolution directs regions to orient their growth models toward the development of the digital economy, data economy, green economy, and circular economy. A separate set of tasks has been allocated for the development of high-quality human resources, science, and technology.
The Role of Pioneer Cities
The pioneering role played by Hanoi, Ho Chi Minh City, Da Nang, and other major cities in promoting science and technology, innovation, and digital transformation was emphasized.
Key Tasks and Solutions
Under the resolution, 10 key tasks have been outlined, including the reorganization of the regional development space, the completion of institutional synchronization, and the development of modern infrastructure.
