Vietnam is stepping into a new era where the state assumes the role of the first customer to increase technological self-sufficiency and commercialize strategic products. Prepared in line with 2030 and 2035 targets, the strategy envisions a transition from input-oriented management to output-oriented management.

Strategic Technologies and Goals

Vietnam is undergoing a major transformation process aimed at increasing its technological self-sufficiency through national orders. In accordance with Decision No. 1493/QD-TTg dated August 6, 2026, the aim is to master four technologies and commercialize 15 strategic technology products by 2030.

2035 Vision and Localization

The vision for 2035 includes mastering six strategic technologies, commercializing at least 25 products, and increasing the localization rate to 40 percent. During this process, the participation of at least 30 domestic enterprises and 10 enterprises integrated into the global value chain is expected.

Initial Orders by Public Institutions

The state supports practical applications by assuming the role of the first customer for strategic products. The Ministry of Public Security has ordered AI cameras, the Ministry of Construction traffic solutions, the ministries of defense and environment UAVs, and the Ministry of Industry and Trade autonomous mobile robots.

Output-Oriented Management and Three Requirements

The Ministry of Science and Technology is adopting an output-based management approach that moves away from administrative thinking and focuses on expenditures and products. While programs stem from real needs, success is measured by tangible technological capabilities rather than reports.
