Details of the rental social housing project in Istanbul have been finalized
Application requirements, rental fees, and delivery schedule for the rental social housing campaign, to be implemented in Istanbul for the first time in Turkey, have been announced.
All details of the rental social housing campaign to be implemented for the first time in Istanbul by the Ministry of Environment, Urbanization and Climate Change have been announced. In the project, where the first phase of 1,071 houses will be delivered in October 2026, applications will be accepted via e-Government between September 14 and 25, 2026.
Scope of the project and delivery schedule
In the rental social housing model to be implemented for the first time in Istanbul, 1,071 houses will be delivered in the first phase in October 2026. While it is planned to rent a total of 15,000 houses within the scope of the project, the public's ultimate goal is to spread this model to 81 provinces and produce 500,000 rental houses in 25 years.
In the distribution by districts, there are 360 houses in Başakşehir, Gaziosmanpaşa, Beyoğlu and Güngören, 330 houses in Maltepe, Tuzla and Kartal, 291 houses in Ataşehir, Sancaktepe, Ümraniye and Üsküdar, and 90 houses in Arnavutköy.
Rental fees and apartment types
Within the framework of the campaign, 1+1 or 2+1 houses will be given to newly married families, while 2+1, 3+1 and 4+1 apartments will be allocated to families with two or more children.
Rental fees start from 10,000 TL for 1+1 houses, 12,000 TL for 2+1 houses, 15,000 TL for 3+1 houses, and 18,000 TL for 4+1 houses.
Application requirements and who can participate
Turkish citizens who are 18 years of age or older and married will be able to apply for the project. The applicant must have resided continuously within the provincial borders of Istanbul for at least 1 year and must not own an independent residence registered in their name in the land registry.
Additionally, the average monthly net household income must not exceed the upper limit of 100,000 TL, no housing contract has been signed with TOKİ before, and the applicant must not have bought or sold a house in the last 5 years.
Application process and dates
Applications will be received via e-Government between September 14, 2026, and September 25, 2026, and no application fee will be requested.
Those residing within the provincial borders of Istanbul will be able to apply for any district they wish.
Rent increases and payment conditions
No increase will be made in the rental fees for the first 12 months starting from the date notified by the administration for the delivery of the residence. In the subsequent period, an increase will be applied every year in January based on the 12-month average of the CPI.
The payment of allocation fees will start from the 20th day of the month following the delivery of the residence.
Allocation period and other restrictions
The allocation period for rental houses will be limited to 3 years and no extension will be made at the end of the period. Individuals who acquire a residence within the allocation period must evacuate their apartments.
Those who have beneficiary rights in previous social housing or First Home Land projects will not be able to benefit from this campaign.
