Vietnam-Japan Local Cooperation Forum 2026 Held in Hue City

Opening Speech of the Forum and Strategic Relations
Speaking at the opening of the Vietnam-Japan Local Cooperation Forum 2026 held in Hue city on September 6, 2026, Minister Vu Hai Quan touched upon the deep-rooted friendship between the two countries.
It was stated that with the upgrading of the cooperation, which has continued since the establishment of diplomatic relations, to the level of Comprehensive Strategic Partnership, the process has evolved into a new stage.
New Focal Points in Cooperation
Minister Vu Hai Quan argued that the current cooperation model should be moved away from the processing and assembly stages.
Attention was drawn to the importance of transitioning to a new structure based on science, technology, innovation, research, and development.
Participation of Businesses in Processes
It was reported that the role of Vietnamese businesses in the industrial value chain needs to be strengthened.
It was conveyed that deeper participation in product design, research, testing, production, and commercialization processes is a prerequisite.
Projects and Financing Framework
The memorandum of understanding in the field of ICT and digital transformation was discussed at the meeting.
Five joint research projects on semiconductors under the NEXUS Program were evaluated, and the official development assistance framework of 50 billion yen was put on the table.
Four Key Focus Area Proposals
The minister proposed that the forum focus on establishing local innovation centers and encouraging technology transfer.
It was requested that pilot projects be implemented in areas such as data security, artificial intelligence, big data applications, as well as smart cities and emission reduction.
