Russian airstrikes disrupt traffic on Kyiv bridges as partial cease-fire talks continue

Airstrikes launched by Russia resulted in the partial closure of three of the six bridges spanning the Dnipro River in Kyiv, paralyzing city traffic. Meanwhile, Ukraine announced it has received partial cease-fire proposals envisioning a halt to attacks targeting energy infrastructure and Black Sea shipping.
Closure of the Bridges
Russian airstrikes caused three of Kyiv's six main highway bridges to close fully or partially, creating long lines of traffic across the city.
Mayor Vitalii Klitschko stated that one of the bridges was targeted again on Friday afternoon. Local residents reported experiencing major difficulties in traffic.
Partial Cease-Fire Proposals
The Ukrainian foreign minister announced that separate partial cease-fire proposals concerning energy infrastructure and Black Sea shipments have been received involving the US, India, Turkey, and Russia and Ukraine.
The proposed offers cover halting attacks on energy infrastructure, which has caused fuel shortages and power outages, and on Black Sea shipping used for grain exports.
Nighttime Drone Attacks
Ukrainian President Volodymyr Zelenskyy reported that Russia launched over a hundred drones overnight at Kyiv and eight regions, one of which hit an apartment building, killing one person.
Zelenskyy reiterated his call for foreign countries to close loopholes in international sanctions, emphasizing that Russian missiles and drones depend on foreign components.
Frontline Situation and Reports
Despite the intensification of the war, fighting along the roughly 1,250-kilometer front line in the north, east, and south has largely stalled. The war has been ongoing for more than four years.
The Washington-based Institute for the Study of War reported that Ukraine recaptured about 300 square kilometers between March and September, while Russia suffered losses in September.
Financial Support and Needs
The Ukrainian foreign ministry stated that they have requested about 300 Patriot missiles because intelligence reports indicate Russia has stockpiled hundreds of ballistic missiles.
The European Commission announced the transfer of billions of euros to Ukraine under the latest funding tranche to support financial stability.
