The US Congress held a critical vote following debates between lawmakers supporting Ukraine and skeptics concerned about excessive power being granted to the presidency.
The Lindsey O Graham Sanctions on Russia and Iran Act 2026 was adopted by a vote of 262 to 159 on the final day before Congress recessed ahead of the midterm elections.
Scope of the Legal Regulation
Introduced more than a year ago by politician Lindsey Graham, who passed away earlier this year, the bill envisions strict measures against the Kremlin.
The text mandates the implementation of new sanctions targeting Russian military and political officials, as well as foreign networks and shadow tankers supporting Russia's war machine.
Tariffs on Energy Buyers
The adopted regulation grants the US President the opportunity to take direct economic measures against the largest importers purchasing energy from Russia.
In this context, it is stated that additional tariffs of up to 100 percent could be applied to the largest buyers of Russian energy resources, including China.
Enforcement Stage
The Senate chamber of the bill had been approved by a vote of 86 to 11 in the vote held last month. Having passed both houses, the bill awaits approval to officially enter into force.
