‘Digital hostile environment’: AI secretly being embedded across Home Office, report claims

According to the report titled 'Automated Discrimination: Unpacking the Digital Hostile Environment' published by the Open Rights Group, the UK Home Office is secretly utilizing artificial intelligence technologies in immigration processes.

The report revealed that artificial intelligence is used in many areas, from marriage checks to age assessment of asylum seekers and the examination of phone contents of new arrivals. It is stated that live facial recognition, AI-supported drones, and satellites have been deployed in border surveillance, and that asylum interview summaries and country policy information, which serve as interview evidence, are processed with this system.

It is also stated that cases are prioritized and evaluated using the Identify and Prioritise Immigration Cases (Ipic) tool. The report argues that these technologies are not neutral, can replicate biases, and may lead to human rights violations, demanding regulation from the government. A Home Office spokesperson stated that artificial intelligence is used only to assist trained case officers and does not replace human decision-makers.
