Deputy Minister of Health Do Xuan Tuyen drew attention to the necessity of proactively identifying hazards rather than primarily detecting and addressing violations.
It was stated that in the increasingly complex global trade environment, management needs to detect threats in advance and prevent them at an early stage.
Importance of Scientific Evidence
It was expressed that accurate and timely test results provide critical scientific evidence for risk assessment, standard development, and inspection processes.
Draft Food Safety Law
The Ministry of Health is providing advisory services to the Government on the development of the revised Food Safety Law project.
It was conveyed that the new legal approach will rely on comprehensive management throughout the entire process rather than inspecting the supply chain separately.
Management Model and Bottlenecks
Alongside the challenges created by the current multi-management model, it was noted that the draft law amendment will designate the Ministry of Health as the primary responsible agency.
Additionally, the lack of data integration and the personnel and funding constraints experienced by the Vietnam Food Risk Assessment Center were discussed.
