Chinese state media announced that Japan's plans to develop AI-powered tactical satellites pose a serious threat by enhancing long-range strike capabilities and providing operational autonomy.

Objectives of AI-Powered Satellites

The AI-powered satellites that Japan plans to develop will have the capacity to analyze surveillance intelligence in space. The main goal of this project is to accelerate targeting decisions and strengthen counter-strike capabilities such as missile guidance.

Budget and Schedule Planning

The Ministry of Defense plans to develop a prototype satellite with domestic companies and conduct ground tests in the coming years. Launches into space are expected to begin in fiscal year 2030.

Funding for the project has been included in the fiscal year 2027 draft defense budget request, although the specific amount was not disclosed.

Data Processing in Orbit

While traditional reconnaissance spacecraft send raw images to Earth for processing, these new devices will collect data from other satellites and process the information directly in orbit.

The Japanese project aims to significantly reduce communication time between space and the ground by transmitting only the analysis results generated by artificial intelligence.

Instant Support for Command Centers

The AI-powered satellites will support ground command in making quick decisions by detecting the positions of enemy forces in space and predicting the movements of mobile targets.

These satellites will also be able to provide real-time targeting information to Japan's long-range missiles, updating their guidance and increasing strike accuracy.

Security Warnings from Beijing

Chinese state broadcaster CCTV reported that these AI satellites form the basis of Japan's broad space militarization strategy. Tokyo had officially declared space an operational domain.

Military commentator Shao Yongling stated that this technology could reduce the intelligence cycle to minutes or seconds and enable Japan to track time-sensitive mobile targets more effectively.

Technology Procurement and Partnerships

According to a report by the Nikkei newspaper, while the AI required for the satellites is expected to be developed domestically, the computing system will be procured from a US company that has participated in US Space Force projects.

Global Space AI Efforts

Last year, US startup Starcloud successfully tested in-orbit AI training and inference using a satellite powered by an Nvidia chip. Google also announced its Suncatcher project, aiming to launch two prototype satellites equipped with its own chips by early next year.

China is also developing its own space-based AI capabilities and launched the first 12 satellites of the Three-Body Computing Constellation in May 2025.
