In Connecticut, the comprehensive CART Act (SB 5) regulating artificial intelligence technologies and online safety has taken effect, and new obligations for companies are beginning gradually.
Scope and Approval Process of the Law
Substitute Senate Bill No. 5, accepted in the state of Connecticut and known publicly as the CART Act, was signed into law by Governor Ned Lamont on May 27, 2026, under the name Public Act No. 26-15.
Implementation Dates of Obligations
Companies' processes for complying with the new regulations will gradually come into effect starting from October 1, 2026, and the implementations will continue in different phases until January 1, 2028.

The new legal regulation introduces specific rules and oversight mechanisms regarding the use of automated employment decision tools that affect employees or consumers.

Within the scope of the law, various restrictions and measures are included regarding algorithmically curated content feeds on social media platforms made available to minors.

While internal whistleblower reporting obligations are introduced for frontier model developers, processing the data source is mandated for generative artificial intelligence systems with more than one million monthly users.
