Russian Foreign Minister Sergey Lavrov turned down Ukraine's initiative, presented via Turkey's mediation, to reinstate the Russian-Ukrainian agreement.

In the evaluations made, it was stated that under current conditions, this idea is completely unrealistic and lacks applicability.

Lavrov pointed out the drawbacks of this situation by stating that it would be impossible to monitor compliance with the conditions of the proposed memorandum.

The Russian side argued that the previously signed Black Sea Initiative was abused by Ukraine and that promises regarding access to Russian exports were not kept.

The Moscow administration recalled that they had previously accepted the Black Sea Initiative but withdrew from the process because the promises made were not fulfilled.
