The Ministry of Health is gathering feedback to finalize a draft circular that outlines the policies local governments will follow to reward and support communities and individuals who succeed in population efforts.
Local Government Support Measures
According to statements by Population Department Director Le Thanh Dung, local authorities will select specific measures to encourage, recognize, and support couples and individuals who have at least two daughters under the age of 16 and raise healthy, academically successful children.
Forms of Support to Be Provided
Forms of support include honoring students, supporting the purchase of student health insurance, supporting school milk programs, and monetary rewards. The amount of the monetary reward will vary depending on the local budget.
Economic Development Contribution for Women
It was also stated that women who give birth to two daughters will receive support to participate in economic development.
Main Objective of the Policy and Demographic Data
It was stated that this policy aims to eliminate the preference for sons over daughters, control gender imbalance at birth, and increase the birth rate in Vietnam. The sex ratio at birth in Vietnam remains high, with 110 boys born for every 100 girls. Meanwhile, the average number of children per woman of reproductive age is around 1.92, which is below the replacement level of 2 to 2.1.
