In line with the new decree draft proposed by the Ministry of Health, it is planned to provide increased state support for health insurance premiums to five different beneficiary groups starting from April 1, 2027.

Health Insurance Support Plan

The Ministry of Health is preparing a draft decree to increase health insurance coverage based on the roadmap and priority groups, in accordance with contribution level rates and the balance capacity of the Health Insurance Fund.

Contribution Rates

Within the framework of the draft expected to enter into force on April 1, 2027, it is foreseen that the health insurance contribution rate will increase from 4.5% to 5.1% and will be gradually increased until 2030.

Disabled and Near-Poor Groups

While it is proposed to cover the entire health insurance premiums of mildly disabled individuals from near-poor households, it is planned to provide an 80% support rate to other individuals living in near-poor households.

Students and Middle-Income Individuals

The support level proposed for students is increased to at least 70% of the tuition fee, while the subsidy rate for individuals belonging to middle-income households is foreseen to rise to 50%.

Individuals Under Care

It is proposed to provide a subsidy of at least 50% of health insurance premiums for individuals cared for by charitable or religious organizations.
