Potential for Nuclear Energy and Scientific Cooperation Between Vietnam and Russia

The state visit of Vietnam's General Secretary and President To Lam and his spouse, together with a high-ranking Vietnamese delegation to Russia from September 7 to 9, is of great significance.
It is stated that this visit will create a strong political momentum for relations between Vietnam and Russia to enter a more tangible phase of cooperation.
Foundations of Scientific Cooperation
Prof. Dr. Nguyen Quoc Sy, Chairman of the VinIT Institute of Technology and Professor at the Moscow Power Engineering Institute, emphasized that the greatest value brought to Vietnam by the scientific cooperation between the two countries is the knowledge base created for professionals.
Touching upon the strengths in basic sciences, Sy stated that for Vietnam to become a true scientific partner of Russia, it needs to undergo a shift in mindset.
Capacity to Define Own Problems
The expert argued that instead of simply waiting for the other side to propose topics, Vietnam must now reach a capacity where it can directly define its own problems.
Ninh Thuan 1 Nuclear Power Plant Project
It was recalled that Vietnam and Russia had previously signed an agreement for the construction of the Ninh Thuan 1 Nuclear Power Plant, and the details of this project were shared.
It was emphasized that nuclear energy should not be treated merely as an energy project, but rather as a comprehensive scientific and technological ecosystem.
Technology Infrastructure and Capacity
It was stated that the planned nuclear project is being considered with two units having a capacity of approximately 2,400 megawatts using Rosatom's VVER-1200 technology.
