Vietnam and Japan Discuss Legal Framework for Semiconductor Sector

Reception of the Delegation and Scope of the Visit
On the morning of September 3, Nguyen Thanh Hai, Member of the Central Committee of the Communist Party of Vietnam and Chairperson of the Committee for Science, Technology and Environment, received the visiting delegation led by Saito Hiroaki, Chairperson of the Committee on Education, Culture, Sports, Science and Technology of the Japanese House of Representatives, at the National Assembly building.
Vietnam's Technology and Legal Framework Goals
Chairperson Nguyen Thanh Hai stated that Vietnam has identified science, technology, innovation, and digital transformation as key drivers of development, and aims to establish a superior legal framework for the semiconductor industry's participation in the global value chain.
In this context, the Committee for Science, Technology and Environment expressed its desire to benefit from Japan's experience in this field.
Japan's Position in the Sector and Desire for Cooperation
Japanese House of Representatives Committee Chairperson Saito Hiroaki expressed satisfaction with the relations between the two countries, drawing attention to Japan's leading position in core technologies and semiconductor manufacturing equipment.
Saito emphasized Vietnam's young and talented workforce, expressing a desire to strengthen human resource development, science, technology, and strategic cooperation.

During the meeting, the parties exchanged views on the 2025 Digital Technology Industry Law, the sharing of legal and regulatory experiences, education, and technology transfer.
