Population Policy Moves Beyond Family Planning

Speaking at World Contraception Day events in Hanoi, Deputy Minister of Health Do Xuan Tuyen stated that population policy should not be limited to family planning alone, but implemented through a more comprehensive approach linked to population quality, fertility rates, and public health.

Rally in Hanoi and Comprehensive Approach

A rally was organized in Hanoi by the General Office for Population under the Ministry of Health on the occasion of World Contraception Day. Speaking at the event, Deputy Minister of Health Do Xuan Tuyen emphasized that the focus of population policy needs to be broadened.

It was stated that shifting the policy from family planning to population and development does not diminish its role, but rather aims to address efforts through a more comprehensive approach linking population quality, aging, and health.

Politburo Resolution and Legal Framework

The Politburo's Resolution No. 72-NQ/TW dated September 9, 2025, sets out policies for improving population quality, addressing population aging, and achieving replacement-level fertility sustainably.

Under the Population Law, family planning is envisioned to be implemented to protect the health of individuals and couples, raise children responsibly, and enable decisions suited to the family's living conditions.

Global Unintended Pregnancy and Abortion Data

Worldwide, approximately 121 million unintended pregnancies occur each year. More than 60 percent of these recorded cases result in the termination of pregnancy.

According to statistics from 2015-2019, approximately 45 percent of abortions are performed under unsafe conditions. Access to information and the selection of appropriate methods are of critical importance for reproductive health.

Local Challenges and the Role of Youth

Although Vietnam's family planning service delivery system has made progress, unmet needs are increasing, particularly among unmarried individuals.

Adolescent pregnancies and births remain at high levels in the Central Highlands and northern mountainous regions. The Ministry of Health has proposed tasks to enhance the effectiveness of reproductive health services centered around youth.
