The Spanish National Intelligence Centre (CNI) informed Moroccan and Ceuta authorities on July 29 that social media groups were encouraging migrants to cross the following day.

Prime Minister Pedro Sánchez had argued that the events of July 30 were impossible to anticipate and stated that there was no information in parliament conveying the magnitude of the crisis.
