European Union Signals Visa Restrictions and Security Measures for Russian Tourists

European Union High Representative for Foreign Affairs and Security Policy Kaja Kallas announced, following an informal meeting in Ireland, that proposals to ban entry for individuals who fought in the Russian army and to tighten visa restrictions for Russian tourists have received support from the majority of EU member states.
Informal Meeting and Visa Decision
Kaja Kallas made statements to members of the press following the informal EU Foreign Ministers Meeting held in Ireland in the Gymnich format. She stated that there is widespread support among member states regarding banning the entry of individuals who have fought in the Russian army against Ukraine into the EU and increasing visa restrictions on Russian tourists.
Drone Incident in Germany and Security Concerns
Touching upon the investigation into the discovery of an explosive-laden unmanned aerial vehicle at Germany's Leipzig-Halle Airport, Kallas evaluated claims that the suspect entered with an Italian visa. She stated that this situation clearly demonstrates how visas are being used as tools by individuals aiming to harm the EU.
Europe's Security and New Sanctions
Kallas expressed her hope that this claim would convince certain members who oppose visa restrictions that the issue concerns not only Ukraine's security but also Europe's security. She also conveyed that they are working on new proposals to tighten the enforcement of existing sanctions against Moscow.
Russian Assets and Weapon Components
Conveying that some countries have brought back to the agenda the use of frozen Russian assets to finance Ukraine, Kallas said that Russia must pay the price for the destruction it has caused. She also emphasized that the detection of thousands of Western and Asian-origin components in Russian weapons seized by Ukraine is unacceptable.
Sabotage Activities Across Europe
Arguing that the drone incident in Germany is not an isolated event, Kallas stated that systematic attacks, sabotage, and disinformation activities across Europe have steadily increased since the start of the war. She noted that Russia's representative to the EU has been summoned and that they are moving forward with implementing new sanctions.
Black Sea Grain Shipment
Stating that they support efforts to maintain Ukraine's Black Sea grain shipments through alternative routes, Kallas pointed out that attacks in the region could cause a new shock to the global food supply. Kallas also expressed support for initiatives aimed at pausing the attacks in the Black Sea.
