Draft Decree by the Ministry of Health Expands Insurance Rights and Includes Cancer Screenings
A newly prepared draft decree plans to increase reimbursement rates for certain groups and include screening costs for various types of cancer and chronic diseases under insurance coverage.
The Vietnamese Ministry of Health has prepared a draft decree proposing to increase health insurance rights for priority groups, raise reimbursement rates for the elderly and certain segments of the population, and include the costs of early screening for cancer and various diseases under insurance coverage.
Proposal to Increase Reimbursement Rates
With the draft decree submitted for public feedback, the Ministry of Health aims to expand health insurance rights and gradually increase reimbursement rates for certain priority groups.
Rates for the Elderly and Priority Groups
The Ministry proposes increasing the insurance coverage to 95% for health examinations and treatments at the primary and secondary education levels for elderly individuals aged 75 and older. This rate will also cover mildly disabled individuals and those under the age of 18.
Gradual Reimbursement Schedule
It is planned that the reimbursement rate for medical examination and treatment costs within the scope will be raised to 85% starting July 1, 2027, to 90% starting July 1, 2029, and to 95% starting July 1, 2030.
Scope of Early Screening and Diagnosis
The draft text proposes expanding the scope of health insurance to include the early diagnosis of cervical, breast, lung, prostate, colorectal, stomach, and liver cancers, as well as diseases such as hepatitis B and C.
Roadmap Determined for Implementation
The implementation process will be carried out according to a roadmap; hepatitis B and C will be covered for payment starting July 1, 2027, cervical cancer starting July 1, 2028, and other cancer types, hypertension, and diabetes screenings starting from 2030.
